Steyning Parish Council has today submitted the Steyning Neighbourhood Development Plan (SNDP) and its supporting evidence to Horsham District Council (HDC) under Regulation 15 of The Neighbourhood Planning (General) Regulations 2012 (as amended).


In accordance with Regulation 15 the submission includes:

(a) a map or statement which identifies the area to which the proposed neighbourhood development plan relates [included in covering letter]

(b) a consultation statement; [Document 3]

(c) the proposed neighbourhood development plan [Document 1]; and

(d) a statement explaining how the proposed neighbourhood development plan meets the requirements of paragraph 8 of Schedule 4B to the 1990 Act. [Document 2]

The Parish Council would like to thank everyone who has engaged in the process to date including statutory consultees, residents, landowners, local businesses and other groups/bodies. Their valuable contributions throughout the preparation process have shaped the plan submitted today.

Last night (27 November 2019) the Parish Council met to discuss whether the neighbourhood plan should be submitted to Horsham District Council. The motion below was proposed by Cllr Goldsmith and seconded by Cllr Cree. 7 Councillors voted for, 7 Councillors voted against, the motion was carried by the Chairman’s casting vote. It was therefore agreed that:


The Council resolves that its Clerk shall on its behalf on or before Saturday 30th November 2019 submit a Neighbourhood Development plan proposal to Horsham District Council in compliance with Regulation 15 of the Neighbourhood Planning (General) Regulations 2012 to include:-

a) a Map or Statement which identifies the area to which the proposed Neighbourhood Development Plan relates;

b) the Consultation Statement;

c) the proposed Neighbourhood Development Plan;

d) a Statement explaining how the proposed Neighbourhood Development Plan meets the requirements of paragraph 8 of Schedule 4B to the 1990 Act; and

e) such additional documents (if any) as its consultant, Andrew Metcalfe, may advise, provided that all such documents (a-e) are in precisely the same terms as those which have been uploaded to the Council’s website as supporting papers and subject only to the correction before submission of any typographical or similar errors which may be expedient and which do not change the substance of any document.

The Clerk will therefore be collating the relevant documentation and submitting the Steyning Neighbourhood Plan to Horsham District Council before the end of the week. Horsham District Council will undertake their own review of the documentation before running a consultation in accordance with Regulation 16 of The Neighbourhood Planning (General) Regulations 2012 (as amended).
